In his youth in the 1920s, Andrew Packard participated in the Twin Peaks, Washington Boy Scout troop. By 1927, he had attained the title of Scout First Class. That year, while supervised by scoutmaster Dwayne Milford, Packard set out to earn his hiking merit madge alongside Rusty and Theo. However, upon reaching Glastonbury Grove, Packard's companions became lightheaded and as a storm brewed, Milford led them back to their camp. That night, Packard saw a tall man in the vicinity of the camp and Milford found a large footprint in the morning. By 1947, Packard became a scoutmaster.[1]
Dale Cooper was inducted into the Boy Scouts in January 1968. He attained the title of Eagle Scout in July 1970 after giving a speech on fire safety.[2]
