Catherine (played by Piper Laurie) is the sister of Andrew Packard, the owner of Packard Sawmill. She married lumberjack Petie Martell, but their happiness was short lived. Though they remained married, Catherine holds her more simple and naive husband in contempt.

After her brother Andrew's death in a boating accident -- actually brought about by his young Chinese wife Josie and Hank Jennings -- Catherine runs the Packard Mill although Josie is the legal owner.

Catherine is having an affair with local businessman and landowner Benjamin Horne, with whom she is plotting the burning down of the mill. Unknown to Catherine, Ben is also in cahoots with Josie, and the two of them are plotting to cut her out of the picture entirely, with the intent to eventually shut down the mill and develop the land for their own profit.

Toward the end of season one, an insurance agent informs her that Horne and Josie have tried to take out an insurance policy on her, and she realizes she has been duped. She has a reconciliation of sorts with her husband Pete, but is lured to the mill by Hank Jennings. Leo Johnson burns down the mill, and Catherine's body is not found.

Later, in season two, a mysterious Japanese investor, Mr Tojamura, comes to Twin Peaks, and offers Ben Horne $5 million in advance to pull out of his deal with the Icelanders. Immediately after accepting this money, Horne is arrested for the murder of Laura Palmer. All of his financial plans are ruined, and Mr Tojamura reveals himself to be Catherine in disguise.

Catherine returns to the mill and her home. Meanwhile, businessman Thomas Eckhardt, the true power behind Josie, demands that she return to Hong Kong. Josie, terrified, pleads with Catherine for mercy and protection. At this same time, Andrew, who had anticipated the plot on his life and allowed the town to think he was dead, returns. Catherine humiliates Josie and forces her to act as her personal maid. Thomas Eckhardt comes to the mill and Catherine tells him he can have Josie, then gives Josie a handgun. Andrew visits Josie one last time, and sends her off to her death.

Josie meets Eckhardt in a room at the Great Northern, and shoots him dead. FBI Agent Dale Cooper and Sheriff Harry S. Truman arrive just as Eckhardt dies, and Josie confesses to shooting Cooper weeks before. Josie then drops dead, ensuring Catherine's revenge is complete.

Twin Peaks (1990-1991)

Season 1

Pilot

Catherine is first seen reading a newspaper as her husband leaves to go fishing. When Pete discovers a body wrapped in plastic, she watches nearby as it is revealed to be Laura Palmer.

She later argues with Josie, who wants to shut the mill down for the day because of Laura'a murder and the disappearance of mill worker Janek Pulaski's daughter, Ronette. However, Catherine wants the mill to keep running. Josie ends up getting her way when Pete orders the workers to pull the plug.

She later attends the conference where Special Agent Dale Cooper announces the FBI's takeover of the Laura Palmer case.

In the evening, she is on the phone with Benjamin Horne and notes that Sheriff Harry S. Truman has arrived to spend time with Josie. Horne responds, "Let's get together and talk about it," and they hang up.

Episode 1

She calls Josie, reprimanding her for her actions the previous day, having cost them $87,000. She hangs up and shares a glass of wine with Ben Horne.

She later lays under the covers as Ben straightens his tie in front of the mirror. They discuss the plan to rid of the mill for Horne's Ghostwood project. Ben suggests starting a fire at the mill and kisses her feet.

Episode 2

As she gets ready for bed, she comments to Pete that the house smells like fish and questions why Cooper had been there. When he insults her, she tells him to go to his room.

Episode 3

Catherine attends Laura's funeral.

Later in the evening, she listens to Josie speak with Sheriff Truman about her's and Benjamin Horne's plans against her. When Josie finds only one ledger, Catherine smiles and hides the fake one under a drawer's false bottom. When Pete comes in asking if she has seen his tackle box, she says that she knows Pete and Josie have been in the safe where the ledger had previously been with the fake one.

Episode 4

Catherine meets with Ben Horne at the Timber Falls Motel and discusses Josie finding the fake ledger. They continue to discuss their plan to destroy the mill until they hear a gunshot outside. When Ben goes to take a bath, he drops a poker chip. Catherine picks it up and finds that it says "One Eyed Jack's."

Episode 5

Catherine goes with Pete to a party held for Ben's Icelandic potential business partners. She is told by Pete to "go easy on the sauce" but she immediately drinks an entire glass. She then approaches Ben, who is entertaining a group of Icelanders, pouring her drink on his shoe to get his attention. They then plan to meet in two minutes.

She presents to him the poker chip he dropped and smacks him. He brings her in for a kiss and they agree to give Josie one last chance to sell the mill. They go back out to the guests, where Leland Palmer is in the middle of having a breakdown, tearfully dancing alone. Ben commands her to join him. When Leland begins just crying, Catherine imitates him in the form of dance, causing everyone to join in.

Episode 6

She meets with a life insurance agent, Neff, regarding a policy regarding her brother's death. She notices that the only beneficiary is Josie, which the agent notes as unusual and urges her to sign it, though Catherine says she wishes to go over changes in the policy with her lawyer. She goes to find the mill's ledger, but it is gone from where she had hidden it.

Episode 7

Catherine frantically searches for the ledger at the mill as Pete enters. She suspects he has taken it for Josie, but he denies this. She reflects on their relationship, asking him to tap into the feelings he still has for her, as she declares her need for his help. He embraces her in tears and she reluctantly hugs him back.

She and Pete search their library for the ledger. She receives a phone call from someone who says the ledger is at the mill. She arms herself with a revolver and leaves.

Catherine goes to the mill where she finds Shelly Johnson tied up near a bomb, which goes off, sparking a fire. She cuts Shelly free with a hatchet as part of the roof falls in and takes her by the hand.

Season 2

Episode 11

As Mr. Tojamura, she goes to the Great Northern Hotel, where she bows to Ben Horne. She books a room and is suggested to visit the Double R Diner.

Episode 12

She goes to Ben's office and makes an offer of $5,000,000 for the Ghostwood Project. She leaves with her assistant, due to meet with him again soon.

Episode 13

Tojamura meets with Ben and expresses the fact that she has received nothing in return for the $5,000,000 she paid and threatens to withdraw. Leland Palmer then starts singing "Getting to Know You." She goes to the bar where she runs into Pete who identifies the song as being from The King and I. He asks her if she likes musicals, but she says no.

Episode 14

Deputy Andy Brennan brings her to a one-armed man, who says, "No."

She meets with Ben, who approves of the proposal for the Ghostwood Project. However, they are interrupted by Sheriff Truman, who enters with Agent Cooper and Deputies Hawk and Andy to arrest Ben for the murder of Laura Palmer.

Still under the guise of Mr. Tojamura, she goes to the Blue Pine Lodge and gives a big kiss to Pete. She then reveals her identity to him. Overjoyed, he hugs her.

Episode 15

As Tojimura, she goes to the sheriff's station, where Ben is being held. She presents the papers to have the Ghostwood Estates signed over to her, but he says he cannot due to complications and he pleas his innocence. As he gives an impassioned speech, she sticks her bare foot through the bars and he recognizes it as hers. He agrees to sign Ghostwood over to her if she gives the sheriff his alibi for the night Laura Palmer was killed.

Episode 17

She sits in Sheriff Truman's office and asks him if she is under suspicion for anything. When Harry asks about her absence, she says that her life was saved by a guardian angel, having found herself in the woods after the fire, with no idea how she escaped.

Episode 18

Josie tells her that Thomas Eckhardt killed Andrew, but Catherine says she was already aware of this. As a result of Josie also being linked to Eckhardt, Catherine tells her that she will now be working as her maid. After Josie leaves, Andrew comes into the office, noting that everything is going as planned.

Episode 19

Pete pours glasses of wine for them, and Catherine asks Josie for appetizers. However, Pete expresses that this treatment of her is unfair.

Episode 20

Catherine makes her way to Ben's office, overhearing a conversation between Audrey Horne and Bobby Briggs concerning the man's mental state. She enters the office to find him in the middle of a Civil War re-enactment. She says that despite her hatred for him, she still has an attraction to him.

Episode 21

She goes to Pete and asks him if he wonders how she survived the fire. When he is intrigued, she shows him to the next room, where Andrew stands. They explain his survival, as they foresaw Eckhardt's plan to kill Andrew, so they ultimately faked his death, but did not inform Pete.

Episode 22

When Eckhardt calls Josie, Catherine hops onto the line and welcomes him to Twin Peaks.

Eckhardt comes to Blue Pine Lodge, where he and Catherine discuss his past with her family and the plan for Josie to end up under his authority.

Episode 23

Pete brings breakfast to Catherine, and she is not amused with Andrew's plate, arranged to look like a dog. She tells Pete to bring her salt and pepper and he leaves. Josie then arrives and faints after seeing Andrew.

Later, she overhears Cooper asking Josie about any possible involvement in the murder of Jonathan Kumagai, but she insists she had nothing to do with it. After Agent Cooper leaves, Catherine enters and tells her that Eckhardt wishes to meet with her in the evening. Before leaving, she takes a book off a nearby shelf, revealing a gun for Josie.

Catherine reads Great Expectations and there is a knock at the door. However, she leaves it up to Pete to answer. He lets in Sheriff Truman, who is searching for Josie. She and Pete tell him that she has gone to the Great Northern to see Eckhardt.

She calls Agent Cooper, telling him that Josie is at Thomas Eckhardt's suite.

Episode 24

Following Eckhardt's death at the hands of Josie -- who also died --, his assistant, Jones, comes to the Blue Pine Lodge to expedite the transport of Eckhardt's body back to Hong Kong. However, Catherine senses ulterior motives to the visit and draws a gun. Jones slowly pulls out a black box "from Thomas," then wishes Catherine luck and leaves.

In the evening, Catherine goes to the Stop Ghostwood campaign's fashion show, where she questions Ben's sincerity, as he wishes to stop her development plan in the name of conservation.

Episode 26

Catherine goes to Pete -- who is mourning Josie's death -- and asks him to try and open the box left by Jones, as all of her attempts to do so have failed. Pete deems that it is a sort of puzzle box and could take years to figure out.

Sheriff Truman comes to visit, requesting any information on Josie, explaining that she wore a facade for much of her life. She then brings Harry the box, and he cannot open it. Pete then comes back from the Miss Twin Peaks Contest tryouts, which he is a judge for. He takes the box, but drops it, which causes part of the box to slide out - a smaller puzzle box with the phases of the moon on it.

Episode 27

Catherine tells Andrew about the puzzle box, and he tells her that the investors for the Ghostwood project are on board. Andrew then manages to open the box with a combination, which reveals a smaller box. He busts open this box with a rolling pin, and contained is a metallic box.

Episode 28

She expresses her frustration with the final box, which her brother and husband cannot open until Andrew decides to shoot it with a revolver. Inside is a key, which Catherine places it in their cake saver, in plain sight.
