The Federal Bureau of Investigation maintained a field office in Philadelphia, Pennsylvania.

History[]

On February 16, 1989, Dale Cooper told Gordon Cole that he was worried about this day because of a dream. Cooper then stepped outside to test the office's security cameras. While Cooper was in the hallway, Phillip Jeffries suddenly stepped out of an elevator after being missing for two years. He proceeded to ramble in a disturbed manner about a figure named Judy, stating that they should not be talked about. He specifically pointed out Cooper, asking "Who do you think this is, there?" Jeffries would then describe a meeting he had witnessed in a room above a convenience store and that he had found "something" in Seattle at Judy's, as well as mentioning a ring.[1][2]

Gordon told Albert Rosenfield to investigate how Jeffries entered the building, while Cooper ran back out into the hallway after he noticed the lights flickering. As Gordon continued to call for help, Jeffries looked up and saw a calendar and was shocked to realize it was February 1989. When Gordon looked up from his intercom, Jeffries had vanished once again.[1][2]

Gordon had Albert call the front desk about Jeffries, but Albert stated that the front desk said that Jeffries was never in the office, and informed Gordon of Chester Desmond's disappearance in Deer Meadow. Cooper and Gordon examined the security footage of Jeffries' reappearance, where they confirmed that Jeffries had seemingly reappeared.[1]
